ASCC suppliers named

Connecting for Health has named the suppliers for three of the four categories – or lots - of the Additional Supply Capability and Capacity (ASCC) framework initiative.

The ASCC initiative is divided into four categories: ICT services to support non-clinical systems; clinical IT services; hardware, infrastructure and associated services; and testing environments and related services.

Decisions on the key clinical IT services category – known as lot 2 - have been delayed until April. The deadline for responses on lot 2 falls on 24 January.

What remains unclear at this stage is how CfH plans to make use of the ASCC framework. Being named as a supplier does not of itself guarantee any business, as suppliers have to subsequently re-tender for any individual procurements that may follow.

Continued uncertainty over ASCC has led to speculation that the initiative may be either intended to buy time or provide back-up for NPfIT if delays in key areas continue and it needs to bring in additional suppliers.

Lot 1: Information and Communication Technology (ICT) Services – these will support the delivery of existing non- clinical systems or provide new non- clinical systems and services as business requirements emerge.

Lot 2: Clinical Information Technology (CIT) Services – these will support the delivery of existing clinical IT systems and/or provide new clinical IT systems and services as business requirements emerge.

Lot 3: Hardware, Infrastructure and Associated (HIA) Services – the provision of a broad range of HIA technology goods and services and, additionally, specialist consultancy services aligned to other ASCC services.

Lot 4: Testing Environments and Related Services (TERS) – the provision of testing environments and associated facilities.

So what we have here is a list of suppliers of various types of stuff. We wont get funding from NPfIT if we pick these suppliers. So no cost savings. They arent committing to developing anything that wasnt already available on the market. This wont bypass procurement requirements in Europe, so we still need to tender. Selecting these suppliers will be optional, at least for Foundation Trusts. The systems they supply wont be integrated or meet any particular standard as far as we poor mortals on the ground know. How does this represent progress? As far as I can tell we are looking at a rather large bill for some kind of a list which means absolutely nothing to anybody outside the DoH glitterati. Someone tell me I'm wrong please.
